Chemtrails: How a 1996 Air Force Paper and Late-Night Radio Turned Contrails Into a Conspiracy

Chemtrails: How a 1996 Air Force Paper and Late-Night Radio Turned Contrails Into a Conspiracy

ARCHIVE FILE · Theory explainer. Key dates: 1996, 1999, 2000, 2001, 2016, 2024. This is not breaking news. It’s part of the Redacted Weekly evergreen archive. We explain conspiracy theories; we don’t endorse them.

Look up on a cold, humid day and you’ll see white lines spreading behind jets. Most people see exhaust. Chemtrail believers see a secret spraying operation. The idea is less than 30 years old, and we can trace exactly where it started.

CASE FILE · RW-ARC-CON-008
Subject: Chemtrail conspiracy theory
Seed document: USAF Air University paper, Weather as a Force Multiplier: Owning the Weather in 2025 (1996)
Amplifier: Radio host Art Bell, from 1999
Official response: Joint EPA, FAA, NASA and NOAA fact sheet (2000)
Science check: 2016 survey, 76 of 77 atmospheric scientists found no evidence
Status: Debunked
Typical evidence: A photo of the sky

Origin

In 1996, a strategy paper written at the U.S. Air Force’s Air University was titled Weather as a Force Multiplier: Owning the Weather in 2025. It answered a military directive to imagine future weather-modification systems for keeping a strategic edge. It was a speculative look three decades ahead. It wasn’t a description of an operating program.

Believers later cited it as proof. Chemtrail theories spread on internet forums in the late 1990s, and radio host Art Bell popularized them from 1999. Government offices were flooded with angry calls and letters.

In 2000, the EPA, FAA, NASA and NOAA published a joint fact sheet explaining contrails. Many believers took that as more evidence of a cover-up.

In 2001, a bill introduced by Rep. Dennis Kucinich, the Space Preservation Act (H.R. 2977), listed “chemtrails” among “exotic weapons” to be banned. Kucinich introduced the bill but didn’t write it. Believers took the mention as official acknowledgment. The bill never passed.

More recently, Robert F. Kennedy Jr., who became Secretary of Health and Human Services in 2025, began supporting the theory in 2024. Several U.S. states have considered legislation inspired by it, and some, including Florida, have passed such laws.

What believers claim

These are claims, not facts.

  • Claim: Long-lasting trails are chemicals sprayed on purpose, not water vapor.
  • Claim: Governments are secretly spraying for weather control, population control or other hidden aims.
  • Claim: Trails that spread into haze or form grids prove they’re deliberate.
  • Claim: Pilots and air traffic controllers are in on it.

The science check

A 2016 survey, publicized by the Carnegie Institution for Science, asked 77 atmospheric scientists to review the evidence believers cite. In the study’s words, “76 out of 77 (98.7%) of scientists that took part in this study said they had not encountered evidence of a [secret large-scale atmospheric program],” and they said the data could be explained by other factors.

Believers have also pointed to a 2007 Louisiana TV report that measured barium under a crosshatch of trails. A later analysis of the footage found the equipment had been misused and the reading exaggerated.

Grades

Claim Grade Source
A secret large-scale program sprays chemicals from airliners DEBUNKED 2016 expert survey (Carnegie); 2000 joint agency fact sheet
The USAF’s 1996 “Owning the Weather in 2025” paper exists CONFIRMED Air University (paper); Wikipedia
The paper describes an operational spraying program DEBUNKED It’s a speculative look ahead to 2025
Art Bell popularized the theory from 1999 CONFIRMED Wikipedia, “Chemtrail conspiracy theory”
A 2001 House bill mentioned “chemtrails” CONFIRMED H.R. 2977 (107th Congress); the bill wasn’t passed
Weather modification and geoengineering are real fields CONFIRMED Cloud seeding exists and geoengineering research is done in the open. Neither matches the chemtrail claims
